Posted 1:30 p.m., Wednesday, Dec. 10: Klamath County Commissioners John Elliott
and Al Switzer had conflicts of interest in evaluating proposals for a new
Klamath County tourism services contract, according to a protest document filed
for tourism agency Travel Klamath. The protest, filed by a Medford law firm,
said Elliott and Switzer’s advisory positions with Travel Klamath and the
Klamath County Chamber of Commerce, respectively, created the conflicts. The
two-page document also cited as a conflict potential animosity toward
Commissioner Bill Brown, husband of Travel Klamath’s executive director.
Switzer said Tuesday he would try to address the protest this week.

What are the high speed Internet options in Gilchrist?
A year or so ago there was some discussion in this forum but those comments are no longer available. I recall the following:
– Country Cablevision: 1 Mbps down / .5 Mbps up for $40/mo
– CenturyTel: 1.5 Mbps (up/down not specified) for $41.20/mo
– Some form of wifi from a transmitter on Crescent Butte – I can’t remember the details…
Can anyone whare their experience with speed, reliability and customer service?
Are there other providers?

Unfortunately, the providers that you have mentioned are the only ones we have been able to find. I actually live in a different town, so I have Quest as my DSL provider. From talking with allot of people about Cable vs. DSL. I have heard that DSL is more of a direct line and Cable is a shared line. So depending on the amount of people on the cable line at a given time, your speed can vary. With DSL, it is more of a consistent speed.

O.D.O.T PAVING PROJECT – UPDATE -
Wanted to let you know that the schedule for the project has changed a little. The paving of US 97 from OR 31 to Gilchrist and restriping of lanes in Crescent will occur in 2009. The sidewalk work, the turning lane at the Crescent Cutoff, and the drainage work in Crescent will happen in 2010. Everything else is pretty much the same.
Here is a link to the current project website. This is not exactly breaking news but thought it might be nice that people in the area were aware of the current schedule.

Deschutes County has become aware that a man from a company out of Los Angeles has been calling home owners and representing himself as being from the “Internal Control Department” for Deschutes County. He represents that they have been doing “census tracking” and that the person he is calling is subject to a “mandatory risk assessment” of the residence.
The County wants to assure the public that it does not have an Internal Control Department nor does Deschutes County conduct mandatory risk assessments of residences.

New Hampshire talks civil war against feds Feb 4, 2009
The New Hampshire state legislature took an unbelievably bold step today by introducing a resolution to declare certain actions by the federal government to completely totally void and warning that certain future acts will be viewed as a “breach of peace” with the states themselves that risks “nullifying the Constitution.”
This act by New Hampshire is a clear warning to the federal government that they could face being stripped of their power by the States (presumably through civil war!
The remarkable document outlines with perfect clarity, some basics long forgotten. For instance, it reminds Congress “That the Constitution of the United States, having delegated to Congress a power to punish treason, counterfeiting the securities and current coin of the United States, piracies, and felonies committed on the high seas, and offences against the law of nations, slavery, and no other crimes whatsoever;. . . . . therefore all acts of Congress which assume to create, define, or punish crimes, other than those so enumerated in the Constitution are altogether void, and of no force;”
Federal gun crime laws? Void. Federal drug crime laws? Void. The gazzillion other federal criminal laws that deal with anything other than the specific enumerated crimes? ALL VOID.
One would think that if any lawyer anywhere in the entire country was worth his salt, all federal criminal trials would have ended years ago. This seems to prove that most lawyers are dullards.
New Hampshire deals a complete death blow to the pending federal hate crimes legislation by pointing out “That, therefore, all acts of Congress of the United States which do abridge the freedom of religion, freedom of speech, freedom of the press, are not law, but are altogether void, and of no force; . . . . .”
Later in the Resolution, New Hampshire makes clear what the feds are now risking if they proceed further: The removal of all powers from the federal government by the States!
Quoting directly from the Resolution: “That any Act by the Congress of the United States, Executive Order of the President of the United States of America or Judicial Order by the Judicatories of the United States of America which assumes a power not delegated to the government of United States of America by the Constitution for the United States of America and which serves to diminish the liberty of the any of the several States or their citizens shall constitute a nullification of the Constitution for the United States of America by the government of the United States of America. Acts which would cause such a nullification include, but are not limited to:
I. Establishing martial law or a state of emergency within one of the States comprising the United States of America without the consent of the legislature of that State.
II. Requiring involuntary servitude, or governmental service other than a draft during a declared war, or pursuant to, or as an alternative to, incarceration after due process of law.
III. Requiring involuntary servitude or governmental service of persons under the age of 18 other than pursuant to, or as an alternative to, incarceration after due process of law.
IV. Surrendering any power delegated or not delegated to any corporation or foreign government.
V. Any act regarding religion; further limitations on freedom of political speech; or further limitations on freedom of the press.
VI. Further infringements on the right to keep and bear arms including prohibitions of type or quantity of arms or ammunition; and
That should any such act of Congress become law or Executive Order or Judicial Order be put into force, all powers previously delegated to the United States of America by the Constitution for the United States shall revert to the several States individually.”
I have reported on this blog for quite some time that we here in the United States are heading toward Civil War. Many of you told me I was a nut for thinking that.
The simple fact is that we are long overdue for another Rebellion in this nation and I heartily endorse the idea of having one again very soon; preferably starting THIS year!
We must stop our federal government dead in its tracks because it is out of control and very dangerous. If stopping them means attacking them and destroying them by force, then so be it.

President’s Report
In February a special meeting was held to help inform our local citizens on a few issues of concern. For those of you who could not attend this is a brief recap:
The Oregon Department of Forestry Representatives Doug Decker & Cliff Liedtke reported on the Gilchrist Holdings acquisition. ODF will manage this land as working forestland. There will be thinning and it will be open for public use. ODF see’s Walker Range as a viable asset, and doesn’t foresee any change in its roll in our community. If anyone has questions regarding the acquisition please contact Doug Decker, ODF.
Stephanie Serpico, ODOT: In late spring or early summer the Junction 31 to Crescent, Hwy 97 project will begin, and it is now a two phase plan. Phase one is the paving from 31 Junction to Mississippi Street in Gilchrist, and the restriping of Crescent to three lanes (this work is scheduled to be done mostly at night). Phase two: Landscaping and color schemes are still open for discussion.
Linda Swearingen – Crescent Creek Resort spokes person — announced the need for our local residents to help with the stopping of the Senate Bill 430, such as sending post cards, attending the hearings, etc.. She suggested going to Oregon.gov for contact information. Fidelity Investments are still moving forward with the Land Use Planning of the project. However, the economy still plays a large roll in the Resorts future.

I would like to take this opportunity to thank everyone that has taken the time to help stop Senate Bill 430 from passing. This Bill is design to stop the progress of the proposed Crescent Creek Resort (placing a moratorium on all resort building until 2012). I am extremely proud that we have citizens that are willing get involved and volunteer their time to help our rural community’s economic development. If you are someone who feels strongly about making a difference in our community we are currently taking applications for CATeam board members. Our meetings are the second Monday of each month @ 8 am. – Ernst Brother Office.
As I’m writing this message the snow is falling. However, I do have faith spring is on the way. Just as I have faith in our community to be resilient, and stronger during this recession.

A Message from the County Inspector…
I would like to make the property owners of North Klamath County aware of the new criteria for the GSL (ground snow loading) for the State of Oregon. Last year the State adopted the study done in 2007 by the Structural Engineers Association of Oregon as an “Alternate Method” for determining applicable GSL. For many years Highway 97 was the arbitrary line for making the GSL determination. This created a situation where in most cases the East side of Hwy 97 did not require engineering for a home while the West side did. (engineering is automatically required when the GSL exceeds 70 pounds per square foot). There are two simple forms that need to be filled out to make the request for use of the “Alternate Method”, these forms are available at my office or on the Klamath County web site.

Greetings from the Crescent Rural Fire District!
Calling 911
911 is an emergency notification center that has evolved into a matrix of information and resources of emergency services to respond to every reported incident. For most of us it is how we get the help we need in an emergency. On a larger scale, it is an integrated hub of information and resources up to a national scale when needed. A 911 agency is staffed with communication professionals who are trained to handle the most anxious situations in a calm, controlled manner. Our Klamath County 911 agency has as many as three (or more when necessary) professionals on duty during the peak hours, and have to articulate information you provide to activate the appropriate emergency response from law enforcement, fire EMS, county services and utilities. Any time 911 receives a call; the dispatcher must forward the information to the appropriate agency for a response. As you may well imagine, factual and precise information is crucial to expedite the appropriate response. Conversely, vague or non-specific information causes unnecessary delays or “false alarms” if you will. In northern Klamath County we live with the frustrations of limited emergency resources, so efficiency is crucial.
When you call 911 consider how effective your information will be. The nature of the emergency is usually the first order of business. Most times this is clear; fire, medical, crime, hazard etc. Location is the next most important piece of information necessary so responders know where the incident is. An address is the most accurate. A mile marker or land-marks are the next best thing. Remember to include any information that is a potential risk or is dangerous for responding personnel. Dispatch professionals are very good at asking appropriate questions to get the necessary information. Be prepared to have as factual information as possible to assist in the efficiency of the process. Precise information makes everyone’s role more effective.
Often times, due to anxiety and urgency, people will call 911 before they have specific information or report vague information. Their intentions are well served, but many times it activates emergency responders unnecessarily. Just two examples are “smoke in the area” or “vehicle in a ditch”.
In our area we are certainly aware of the fire potential and fear the devastation it brings, so one should call with as much information about the smoke or fire you can safely get. If you have to, take the extra effort to safely provide as much specific information as possible; color of smoke, amount and origin.
The other common call is the vehicle off the roadway. So many times drivers will see a vehicle off the roadway as they drive by so, feeling it’s the right thing to do, they report their concerns to 911 as they drive by without providing any additional important information. Many times, especially in winter, vehicles will slide off the road due to icy conditions, but without injury or situation requiring an emergency response. If you feel the need to report the incident and an emergency is not obvious, stop and investigate for more specifics before making the call. Too many times emergency responders, as well as the public, are put at risk when services are activated to non emergent situations.
911 is a luxury for us to report emergencies and activate an elaborate response system. It is our responsibility to make sure the information we report is an actual emergency. False or vague information only wastes valuable time, resources and ultimately, money. Let’s do our part for safety and efficiency.
One last note, when you are feeling grateful for those who protect you in times of need, remember the dispatchers you never see who link us all together.
Address Signs
When you call for help, can we find you? Do you have an address sign that is readily visible to emergency responders? If not, consider how hard it is and the extra time it may take to locate your residence in less than ideal conditions. When you need emergency assistance, we want to be there for you as soon as possible. Our ability to find you could be critical.
Contact the Crescent Fire District at 541 433-2466 to get your visible address sign or to provide us with any special information required to find you.
Volunteers
In an ongoing plea for volunteers, if you are able and willing, please contact the District to see how you may support your fire department and help your community as a volunteer.
In this time of economic decline, the Crescent Fire Ambulance Service needs any currently certified Oregon emergency medical technicians willing to help provide medical services to the communities of Gilchrist, Crescent, Crescent Lake, Willamette Ski Resort and the Hwy 97 corridor. My uncle, Howard Coberly, used to live in/near Gilchrist, and he was in a head-on car accident in Bend on September 11, 2006. The newspaper clip I found said that he suffered severe injuries, and I’m not sure if he survived. He was 82 at the time. If anyone knows/knew him, I would appreciate any information you can provide.

I was raised in Gilchrist, talked to Mike at a local business in Cresent. He told me about the web site. It is done very nicely. My father came to Gilchrist after World War Two, I was raised their and left when I graduated in 1969. It’s always fun to go their and visit people are always friendly. Debbie Guerin (Bowman)

Be Advised, The CRESCENT MOTEL has turned into a LOONEY BIN Donna took in a couple of kids with a 4 month old baby,for a couple of weeks,they paid up front the last 350.00 and after 2 1\2 weeks kicked them out in the cold DECEMBER Night,to seek out an abandoned vehicle out east of town,where we came across them.When we asked why she kicked them to the curb,they told us she said, “If I Knew You Had Family In The Area,I would not have let you in anyway” they tried to tell her,that they could not stay with family,she said TOO BAD Quite the CHRISTMAS STORY HUH! WHAT HAS HAPPENED TO HUMANITY Anyway, if you come to Crescent, THE CRESCENT MOTEL miight not be the freindly place to stay p.s. We saw a car load go into a rental room there yesterday,2 hours later,those people were loading up and leaving,with Donna standing out in the parking lot screaming at the top of her lungs. I am very sorry to hear that. I am a firm believer in helping my fellow man.
God, family, and community is a must. If we all live by this simple rule our lives would be rewarded ten times over. After saying that, I also realize that there is two sides to a story,most of the time. So, I will leave it at that.

Hi. I lived in Gilchrist from 1974-1977.My father was a State Trooper during those years and we lived in the housing next to the patrol office. I was in the same class as Rusty Gilchrist. I think I have some pictures from around town that I oould look for. My dad\’s name is Dave Quillin. My mom worked at the local beauty shop. I have great memories of that little town. The last time I saw Rusty Gilchrist was in the early 1990\’s. I\’ve tried talking my husband into moving there since he is also a State Trooper. I love it that there is still an OSP office there as so many have been closed down around the state. Thanks for the website! There are so few people who have even heard of Gilchrist let alone having lived there.

Thank you Darcy for your comments. I think we could use another Trooper here. One trooper was planning to retire soon, and one was injured off duty, awhile back. The town has not really changed a whole bunch since you lived here. The town has lost many residents due to the lack of work. The beauty shop has had different owners come and go, and it is closed now. There is a bank now were the ice cream shop used to be. The little theater is up for sale. There is alot of history to this area and we are trying to compile as much of it as possible for the community and this website. We love pictures! The pictures you see on the history page was sent from relatives in different states, of those families that lived and worked here. Best regards, Mike Ayers

I would like to thank Dave and Deann Bonner, the new owners of the Gilchrist service station. They did a wonderful job, replacing and repairing my Toyota Camry’s timing chain and gaskets. Deann had to run to Bend for a part that was not included in the kit. Dave takes great pride in his work .
So if you need pretty much anything repaired or replaced on you car take it to the Gilchrist service station.
I was satisfied to say the least!!!!!!!!!!!!!!!!!!!!!!!!!!!
